Live Assets | IT Staffing Solutions is seeking a qualified consultant to provide Information Management Project Manager services on a variety of capital and operational Transportation and Infrastructure related IM/IT projects for the Ministry of Transportation and Infrastructure, Province of British Columbia.

Candidates will ideally have experience with one or more of the following:

  • Working with the public sector to deliver IM/IT solutions;
  • Providing project management services for IM/IT projects relating to electronic document and records management systems; and
  • Providing project management services in the configuration and implementation of Cloud-based or Software-as-a-Service solutions.


1) Services

The Consultant will support the Ministry in the planning and execution of activities relating to the various project(s).  These services include, but are not limited to, IM/IT project management as follows:

  1. Represent IMB as the Project Manager for the Project.
  2. Manage the Project scope, schedule, budget, and resources.
  3. Using project management methodology industry standards develop and produce a Project Charter if requested and submit to the Contract Manager.
  4. Develop a Project schedule identifying, at a minimum, tasks, start and end dates, resources, and milestones.
  5. Participate in recurring status reporting activities including identifying current statuses of the Project, activities/milestones, issues/risks, and budget tracking.
  6. Lead and facilitate Project meetings with the business client and/or IMB as required.
  7. Escalate any Project issues and concerns to the IMB Director and Business Sponsor.
  8. Work closely with the Project team to ensure that work stream strategies and plans are developed and manage the appropriate engagement of team members and stakeholders.
  9. Manage, motivate and provide leadership to the Project team.
  10. Manage Project Change Requests; identify and evaluate risks and issues; participate in the resolution of problems, while escalating larger issues.
  11. Prepare contingency plans if/when required.
  12. Direct, facilitate, and monitor Project activities to ensure successful completion of all Services and deliverables.
  13. Ensure Services and deliverables are completed on time, within budget and according to specifications.
  14. Participate in Project phase reviews if/when required.
  15. Prepare agendas and minutes.
  16. Complete and maintain a risk register, issues log, change log, and decision log.
  17. Prepare Decision Notes as requested.
  18. Utilize the IMB provided templates and tools as required.


2) Projects

The Consultant will be assigned to the following projects and possibly others on an as needed basis.

  1. The Electronic Document and Records Management System (EDRMS) project will implement an integrated, Software-as-a-Service electronic document and records management system for use by TI Corp. The system will streamline processes and support the efficient flow and review of documentation between project delivery service providers and TI Corp. This project is currently in procurement and is anticipated to begin implementation in January 2022.
  2. One or more other TI Corp IM/IT projects of varying size.
  3. The TReO Archive project is decommissioning the TReO toll management system and archiving the data to meet the Ministry’s records retention requirements. This includes decommissioning of data centres and establishing processes for responding to Freedom of Information requests during the retention period. This project is in its final stages and is anticipated to be complete by the end of the calendar year.


Relevant Education and Professional Designations


Diploma or degree in a related business or computer science field (e.g. BA, B.Sc., information technology, engineering, or other technology related field).

Additional points will be awarded for the following certifications:

  1. Certified PMI – Program Management Professional (PgMPSM) or Project Management Professional (PMP®) and/or
  2. Any Agile Certification (Disciplined Agile Scrum Master, Agile Coach, Certified Product Owner, PMI-ACP).
